INVITATION TO BID
Sealed Bids for TOWN OF TEWKSBURY, MASSACHUSETTS DEPARTMENT OF PUBLIC
WORKS ROADWAY MICRO SURFACING CONTRACT PW-24-11,
will be received by the Town of Tewksbury at the Department of Public Works office, 999 Whipple Road, Tewksbury, MA 01876, until 10:00 a.m., on Thursday, December 7, 2023 at that time and place Bids will be publicly opened and read aloud. In the event the DPW offices are closed due to inclement weather, the bid opening will be postponed until the next day the DPW offices are open.
The total contract price of this contract shall consist of furnishing all labor, tools, equipment, and materials necessary for the complete and satisfactory performance as determined in the sole discretion of the Town.
A MassDOT pre-qualification certificate of approval will be required to bid on the Contract. Contract Documents are available after 1:00 p.m. local time on Thursday, November 9, 2023 by going to

or call 978-499-9014 for distribution questions. No monetary deposit is required to obtain the documents. Contract Documents may also be examined, but not obtained, at the DPW office during the following hours: 8:00 a.m. – 4:00 p.m. Monday through Thursday.
Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in form of a certified check, cashier’s check or security bond in the amount of 5 percent of the Bid.
Bidders may not withdraw their Bids for a period of 45 days, excluding Saturdays, Sundays and legal holidays, after the actual date of the opening of the Bids. Complete instructions for filing Bids are included in the Instructions to Bidders.
Minimum Wage Rates as determined by the Commissioner of the Department of Labor and Workforce Development under the provision of the M.G.L. c.149, §26 to 27D, as amended, apply to this project. It is the responsibility of the Contractor, before Bid Opening to request, if necessary, any additional information on Minimum Wage Rates for those trades’ people who may be employed for the proposed work under this Contract.
The Bidding and Award of this Contract will be pursuant to M.G.L. c. 30,
§
39M. The Owner reserves the right, in its absolute and sole discretion, to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
