City of Taunton, Massachusetts invites bids from general contractors for the construction of traffic signal improvements to three intersections within downtown Taunton, MA in accordance with the documents prepared by CHA Consulting, Inc. Contractors shall submit bids to the Procurement Department, 15 Summer Street, Taunton, MA 02780 until 11:00 a.m., September 6, 2023, at which time and place all bids will be publicly opened and read aloud. Bids after this time will not be accepted. The scope of the work is as follows:
The Downtown Taunton, MA Local Bottleneck Reduction project involves the installation and programming of new Advanced Traffic Controller Cabinets, detection cameras, pre-emption systems and all other required equipment at three intersections within Downtown Taunton, MA in order to reduce congestion. The three intersections are as follows: Taunton Green / Main Street at Weir Street, Main Street / Church Green at Summer Street, and Summer Street at Spring Street / Church Green.
The award will be to the lowest, responsible, and eligible bidder. The successful bidder must furnish a 100% PERFORMANCE and PAYMENT BOND and will be required to execute the Contract Agreement within five (5) days following notification of the acceptance of their Bid. The OWNER reserves the right to reject any or all bids, to accept any bid, to waive any informality on bids received, and to omit any items or items deemed advisable for the best interests of the OWNER. All costs associated with the preparation of the bids shall be the responsibility of the bidder, regardless of whether or not the Contract is awarded.
By submission of a bid, the Bidder agrees that this bid shall be good and may not be withdrawn for a period of 30 days. Saturdays, Sundays, and legal holidays are excluded after the opening of bids. The project is funded in part by the Local Bottleneck Reduction Program from the Massachusetts Department of Transportation. Bids are subject to Chapter 30-Section 39M, Federal Labor Provisions, and to Massachusetts minimum wage rates as required by M.G.L. Chapter 149- Sections 26 to 27H inclusive, or by the Davis/Bacon Federal Wage Rate, whichever hourly rate pays more. Taunton is an Equal Opportunity Employer.
General bids shall be accompanied by a bid deposit that is not less the five (5%) of the greatest possible bid amount (considering all alternates) and made payable to the City of Taunton.
