Sealed Bids for the General Contract for construction of the East WWTF Laboratory and Control Room
Upgrade Project will be received by the Chief Procurement Officer at City Hall, 718 Main Street, Suite
208, Fitchburg, MA 01420 until 1:00 PM, Thursday, September 28, 2023 and at that time and place bids
will be publicly opened and read aloud. Any bids received after 1:00 PM, Thursday, September 28, 2023,
shall be rejected.
Sealed Bids for the filed Sub-Contracts designated herein will be received at the office of the Chief
Procurement Officer, City Hall, 718 Main Street, Suite 208, Fitchburg, MA 01420 until 1:00 PM,
Thursday, September 7, 2023, and at that time and place bids will be publicly opened and read aloud.
Filed sub-bids will be opened on the date stated in the bid documents on a staggered schedule. A schedule
will be released one week prior to opening. This opening schedule DOES NOT change the deadline time
to submit. Any bids received after 1:00 PM, Thursday, September 7, 2023, shall be rejected.
City Hall is open from 8:30AM to 4:30PM on weekdays only. If the bid is to be dropped off in person,
please go to the Purchasing Office on the second floor. Please leave yourself ample time before the
deadline date and time to deliver your bid. Bids arriving late in any outside receptacle will be rejected and
returned unopened.
The work is located at the East Wastewater Treatment Facility (East WWTF), 24 Lanides Lane,
Fitchburg, MA 01420, and shall generally consist of improvements to the existing office and
administration building, including improvements to the laboratory, control room, men’s locker room,
telecommunications and equipment room, main entrance and hallways, roof, and site improvements and
installation of a new women’s locker room. The work also includes rehabilitation of the East WWTF’s
two gravity thickeners.
The Contract Time shall be 365 Calendar Days commencing twenty days following the Effective Date of
the Agreement.
In accordance with M.G.L. Chapter 149, Section 44D, General Bids will be valid only when accompanied
by (1) a current certificate of eligibility issued by the Division of Capital Asset Management and
Maintenance, showing that the General Bidder has the classification of Sewage and Water Treatment
Plants and a capacity to perform this work and (2) an update statement summarizing the General Bidder's
record for the period between the latest Division of Capital Assets Management and Maintenance
certification and the date the bid is submitted. Any General Bid submitted without the appropriate
certificate and update statement is invalid and must be rejected. The estimated project cost is $5,300,000.
In accordance with M.G.L. Chapter 149, Section 44F, Filed Sub-Bids will be valid only when
accompanied by a current certificate of eligibility issued by the Division of Capital Asset Management
and Maintenance, showing that the Sub-Bidders have been certified in their particular Sub-bid category to
participate on public construction projects and to perform the work required. The Sub-bid shall also be
accompanied by a Sub-bidder Update Statement in a form as developed by DCAM. Any Sub-bid
submitted without the appropriate certificate and update statement is invalid and must be rejected.

Complete sets of bidding documents shall be used in preparing bids; the City does not assume any
responsibility for errors or misinterpretations resulting from the use of incomplete sets of bidding
documents or for modifications to the bidding documents including electronic conversion.
After a short registration procedure, solicitation documents may be downloaded for viewing, saving, or
completing. Once registered for the solicitation, registrants become a plan holder for the purposes of
public record.
A pre-bid conference will be held on Thursday, August 31, 2023 at 10 AM at the East WWTF, 24
Lanides Lane, Fitchburg, MA 01420 to discuss the requirements of the Contract Documents and tour the
East WWTF.
Each General Bid and Sub-Bid shall be submitted in accordance with the Instructions to Bidders and shall
be accompanied by Bid Securities in the amount of five percent of the bid. The following are the filed
Sub-Bids required for this work:

3. Roofing and Flashing
4. Glass and Glazing
5. Acoustical Tile
6. Tile
7. Resilient Floors
8. Painting
9. Plumbing
10. Heating, Ventilating and Air Conditioning
11. Electrical Work
Bidders may not withdraw their Bids for a period of thirty days, excluding Saturdays, Sundays, and legal
holidays after the actual date of the opening of the General Bids.
The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond
with a surety company acceptable to the Owner.

Wage rates for this Project are subject to the minimum wage rates as per M.G.L., Chapter 149, Section 26
to 27H inclusive. It is the responsibility of the Contractor, before bid opening, to request if necessary, any
additional information on Minimum Wage Rates for those tradespeople who may be employed for the
proposed work under this Contract.
The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 149, Section 44A
- 44J.
Award of the Contract will be contingent on the Owner’s needs, appropriation, and availability of funds.
The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its
best interest.
