The Town of Shrewsbury, Massachusetts is soliciting proposals from qualified contractors to provide services for the collection and hauling of yard waste. The Town is requesting proposals for a 3 (three) year contract to commence on March 15, 2023 through March 14, 2026. This is for scheduled curbside pickup for the entire Town twelve (12) times per year and Holiday Tree Pickup two (2) weeks per year.

The Town does not self-impose and hereby disclaims any applicability of MGL c. 30B to this procurement process. The contract is not subject to public bidding and the municipality reserves the right to negotiate with bidders.

2. Purchases made on behalf of or by the Town are exempt from taxes and proposal prices must not include any taxes. Tax exemption certificates will be furnished upon request.

3. The Town of Shrewsbury reserves the right to reject all proposals, to waive technicalities, to advertise for new proposals, and to take other actions as may be deemed to be in the best interests of the Town.

4. Those capitalized terms which are not defined in the RFP shall have the meanings ascribed to them in the “Town of Shrewsbury Agreement for Yard Waste Collection Services” (hereinafter, the “Agreement”) attached hereto in the RFP in Appendix A, the terms and provision of which are incorporated therein by reference and made a part thereof.

5. The Town reserves the sole and exclusive right to alter and/or amend the terms, obligations and provision contained in the Agreement pursuant to its acceptance of a successful RFP proposal.
