1. Identify the public health needs of the community, from both a statistical view (looking at disease and illness data), as well as a perceived view (conducting community outreach and understanding what the public believes).
2. Develop a long term plan to address the identified needs.
3. Consider the application for accreditation by the Public Health Accreditation Board (PHAB).
