The Naval Air Systems Command (NAVAIR) INTENDS TO AWARD SOLE
SOURCE Basic Ordering Agreement (BOA) task orders to General Electric
Aviation (GEA) for the Component Improvement Program (CIP) in support
of the F404, F414, T58, T64, T700 and T408 aircraft engines. Analysis and
testing under CIP will be done to resolve safety and readiness problems;
maintain specification performance; redesign low reliability parts; forecast
hardware wear-out rates, life limits, and problems before they occur in the
Fleet; and develop quality design changes and repair procedures where a
return-on-investment can be realized. Contract deliverables will include
engineering change proposals, manufacturing drawings, operating
instructions and limits, maintenance instructions, rework/repair
procedures, life limits, reliability and maintainability predictions,
technical reports, specification change notices, and test reports. The
period of performance for these task orders will be one year during
Calendar Year 2024. These awards are based on Title 10 U.S.C 2304(c)(1),
as implemented at FAR 6.302-1, only one responsible source or no other
supplies or services will satisfy agency requirements. No additional
written information, formal request for proposal, or solicitation is
available at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR
COMPETITIVE PROPOSALS AND IS ISSUED IN ACCORDANCE WITH THE
REQUIREMENTS OF FAR 5.2.
GENERAL INFORMATION: GEA is the sole designer, developer, and
integrator of the above engines and is uniquely qualified to provide the
complete range of program support required by the fleet. In addition, GEA
is the only known firm that possesses the technical data necessary to
fulfill the Government’s requirements. However, responsible sources are
encouraged to submit a response to this notice in writing that contains
information that may be used by the Government to determine whether
or not to conduct competitive procurements. A determination by the
Government not to open this class of requirements to competition based
upon response(s) to this notice is solely within the discretion of the
Government. Responses must be received within 15 days of publication of
