Description

Hanscom AFB is looking to replace its primary distribution switchgear with a new state-of-the-art equipment solution providing increased redundancy and protection of its electrical distribution system.



The equipment system will have (1) sheltered single aisle NEMA 3R utility switchgear for utility interconnection, and (1) multi-unit indoor NEMA 3 government switchgear for installation internal electrical distribution. Based on the provided one-line and sequence of operations, the utility gear should be no fewer than 10 structures(cubicles) and meet the local utility specifications (Eversource Eastern Massachusetts). The government switchgear should be no fewer than 15 structures(cubicles) and will be arc-resistant. Both switchgears will nominal voltage rating of 15kV and utilize house 1200A breakers. 95Kv BIL



The one-line, sequence of operations, and utility requirements are provided in the attachments. The incoming utility service functions via 3 incoming feeders. The government requires the ability to isolate any/all utility feeders from the government switchgear. Automation, controls and HMI interface will be required to interface between various generation sources and paralleling.



Hanscom AFB is Requesting the following information to clarify enclosure requirements and facilitate on-going project development:




  1. Provide a letter describing the capabilities of manufacturing, installation, servicing, and integration between required systems (utility supply and customer distribution generation). Include specific examples of turn-key work experience and equipment related to integration and automation projects on DoD facilities.

  2. Provide recommended product cut-sheet(s) and literature of product line appropriate for this replacement.

  3. Based on the information provided, what is the minimum required footprint for each equipment item including:

    1. utility sheltered-isle switchgear

    2. government indoor switchgear

    3. HMI system and controls cabinet

    4. Method of bus and switchgear interconnects (bus duct, below grade cables, etc)

    5. Include any additional installation requirements/clearances, and operational clearances if recommendations exceed NEC minimums.

    6. Required building opening dimensions for installation



  4. Provide recommended pad assembly and required concrete flatness/levelness ratings

  5. Provide equipment designed service life information, ideal operational temperature and humidity criteria to maximize equipment lifespan and minimize arc flash risk.

  6. Provide list of and requirements for recommended accessories, including breaker cart, breaker testing equipment, space for maintenance, remote racking, on board DC system etc

  7. Provide required spatial criteria and interface requirements for SCADA, HMI and micro-grid integration equipment.
