***PLEASE SEE ATTACHED SOURCES SOUGHT DOCUMENT FOR COMPLETE DETAILS***
This notice is issued by the National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division (WAD) and NOAA’s Office of Law Enforcement (OLE), Northeast Enforcement Division to identify sources capable of providing the following:
The Contractor shall provide a 55’ or larger Downeast lobster style vessel that by design is intended to efficiently and safely haul and reset commercial lobster gear in New England waters not to exceed 80 nautical miles (NM) from shore. OLE personnel will provide an Agency owned and operated ROV and Side Scan Sonar (SSS) to collect imagery of lobster gear (traps and lines). OLE personnel will request the hauling of suspected non-compliant gear aboard the vessel for inspection to ensure compliance with federal fisheries and protected resource regulations. Video and still images will be retained for documentary and or potential evidence per agency policy. Non-compliant gear may be subject to seizure. Compliant gear will then be re-deployed in a manner consistent with the original location and returned to the ocean floor in good working order with standard practices commonly used in the lobster industry.
Estimated Dimensions of Trawl Traps
With the assumption of up to 60 traps each mission, with estimated dimensions of either:
a) 60″ x 24″ x 15″ = 12.5 cubic feet or
b) 48″ x 21″ x 13.5″ = 7.875 cubic feet
475-750 cubic feet of space on the truck/trailer would be required. Roughly up to 5,000ft of at least 6inch line is approximately 1,250lb as well.
