This notice is issued by the National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division (WAD) and NOAA’s Office of Law Enforcement (OLE), Northeast Enforcement Division to identify sources capable of providing the following:





An Offshore Support Vehicle (OSV) of at least 100ft. must be capable of hauling trawls containing up to 90 traps, associated rope, and buoy gear for inspection by OLE personnel. The vessel must have sufficient deck space to secure up to two of these trawls for seizure, on its deck. The OSV must have an open stern with the deck less than 6ft above the waterline.





The OSV must have a davit of appropriate height and a notched gunnel large enough to clear the anchors and traps when lifted from the waterline onto the vessel’s deck. The OSV must be able to support trawls with anchors greater than 200lb on each end. The OSV must be capable of securing the larger and heavier traps to the ground line using a ganglion approximately 8ft large. The gear inspected must be returned using Lobster industry standards, to their original owners.





The OSV must include capacity for a captain, all required crew, fuel, adequate room for storage, and must be capable of transiting to and from the designated sites to complete the mission. The mission will require the OSV to operate up to a total of five-days from dock-to-dock. Departure locations will vary based on mission requirements, but are limited to ports in the New England area. Up to three OLE personnel will be onboard the vessel during missions in order to select gear for inspection, record data, collect evidence, and potentially seize non-compliant gear.





Starting at the contracted vessel’s docking location to the Joint Base Cape Cod (JBCC), the contractor must be capable of providing shore side transportation for up to two seized lobster trap trawls during each mission; including all necessary labor, equipment, and materials. Seized lobster cages will be unload the from the vessel, have any bait removed/discarded, loaded onto moving vehicle(s), and lastly transported to JBCC where they would be unloaded into storage.



Estimated Dimensions of Trawl Traps





With the assumption of up to 100 traps each mission, with estimated dimensions of either:

a) 60″ x 24″ x 15″ = 12.5 cubic feet or

b) 48″ x 21″ x 13.5″ = 7.875 cubic feet



790-1200 cubic feet of space on the truck/trailer would be required. Roughly up to 10,000ft of at least 6inch line is approximately 2,500lb as well.
