Description

The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Natick Division, in support of the U.S. Army Combat Capabilities Development Command – Soldier Center (DEVCOM-SC), Combat Feeding Directorate (CFD), intends to award a Firm Fixed Price contract on a sole source basis to MOCON, Inc. located at 7500 Mendelssohn Ave. North Minneapolis, Minnesota, 55428, under the authority as prescribed in FAR 13.106(b)(1). The requirement for Preventative Maintenance (PM) and repair of Ametek MOCON water vapor and oxygen permeation modules in support of the Food Protection and Innovative Packaging Team (FPIPT).



The FPIPT has multiple projects which require oxygen and water vapor transmission rate testing and analysis at various environmental conditions, including relative humidity and temperature. FPIPT currently has 7 MOCON permeation modules, 4 OXTRAN modulus and 3 PERMATRAN modules, which are used to conduct permeability testing required for current projects and to support the Combat Ration Team when barrier testing of existing or developmental packaging is needed. These permeation modules require general upkeep and intermittent troubleshooting to diagnose problems and ensure that the modules are producing consistent and reliable data. The purpose of this contract is to acquire a preventative service contract with MOCON to assure systems operation, accuracy, and verify performance to factory specification.



Requirements: The Contractor shall conduct a one on-site visit to assess systems operation and accuracy, and verify performance to factory specification. The contractor will also provide a Certificate of Compliance for each PERMATRAN and OX-TRAN module.



General Requirements: The contractor’s primary focus shall be to:

• Perform preventative maintenance for each of the 4 OXTRAN modules and 3 PERMATRAN modules

• Conduct a general cleaning of the modules

• Calibrate each module

• Provide a certificate of compliance



Specific Requirements: The contractor shall:

• Drain and fill the temperature control unit, check installed software, check firmware, clean test cell heads, TED, and module case, replace sensors as recommended.

• Check sensor temperatures, verify RH probes, check replaced O-rings, check installation of termination resistor, check reference film results, and verify spare part supply.

• Issue a Certificate of Compliance for each of the 7 modules upon completion of certification.



The North American Industry Classification System (NAICS) for this requirement is 811210 and the size standard is $34M.
