Notice of Contract Action (NOCA) 12 September 2023 Air Force Life Cycle Management Center (AFLCMC), Hanscom Air Force Base, MA Operational Contracting Division.

This is a notice of the Government's intent to solicit, negotiate and award a sole source contract to Advantor.

The requirement is to install one (1) Infraguard II LAN Panel and Infratouch Keypad, an IDS system which includes two (2) DPDT High Security Door Switches and one (1) ceiling mounted PIR, and Access Control Systems on two (2) entry doors. These Access Control doors will communicate with the ASN via the Infraguard II LAN Panel. Each door will include one (1) DPDT BMS, one (1) Maglock, one (1) Rex PIR, one (1) Emergency Egress Button, and one (1) Card Reader.

Advantor is the owner, designer and engineer of the alarm systems used on Hanscom AFB. Advantor has the complete history of the systems, particulars, and configurations and how it relates to Hanscom AFB facilities. Replacing equipment or introducing new equipment from another provider would necessitate the purchase and installation of additional equipment.

The proposed contract action is to procure the specific supply for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may submit unclassified responses (capability statement) to this notice by email to Mr. William Parr at william.parr.4@us.af.mil and Mr. Dylan Gonsalves at dylan.gonsalves.3@us.af.mil no later than 18 September 2023. No other communications will be entertained.

This is not a Request for Proposal (RFP) or Invitation for Bid (IFB); The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information to be solicited. Although “proposal” and “offeror” are used in this Presolicitation, your responses will be treated as information only. It shall not be used as a proposal. We anticipate a sole source procurement IAW 10 U.S.C. 2304.
