Background: The Navy Clothing and Textile Research Facility (NCTRF) is conducting a market research investigation into potential sources of supply for the United States Postal Service (USPS). The goal of this effort is to identify domestic wash factories with the capabilities to mechanically or chemically garment wash denim shirts used in USPS Work Clothes either by stone, acid, bleach or enzyme washing. The following USPS shirt specifications have the garment wash requirement:



USPS 148, Men’s Long Sleeve & Short Sleeve Denim Shirts, procured in Sizes - Small to 5X



USPS 149, Women’s Long Sleeve & Short Sleeve Denim Shirts, procured in Sizes - Small to 2X

Description: NCTRF seeks to identify Berry Compliant domestic operations capable of garment washing denim shirts to a medium stone wash colorway. The basic material for the shirts is a 6.7 oz./yd² twill cotton cloth.



The shirts must meet critical technical requirements as follows:



1. Seam Appearance Rating. After the finished shirt has been laundered five times in accordance with AATCC 124 (3) V, Aiii after 5 cycles the appearance of the seams and stitching shall be as follows:



Parts Requirement



Collar, yoke, armhole not less than 3



Pocket, cuffs (Long Sleeve), and front pleat and plackets not less than 3



Side and underarm seams not less than 3



2. Dimensional Change (Finished Garments). The finished, garment washed shirts shall not shrink or elongate more than 3.0% when tested in accordance with AATCC 150 (3) V Aiii after five launderings and drying cycles.



This is a request, solely for information gathering and planning purposes on behalf of USPS. This request does not constitute a formal solicitation for proposals and will not directly lead to any contract awards.



Interested sources shall, within thirty (30) calendar days of the publication of this Request for Information (RFI), respond with an information package containing the following information:




  1. General information regarding the firm, including location, size, and special designations (i.e. Small Business, 8(a), Women-Owned Small Business, AbilityOne, etc.).

  2. Information regarding the firm's production capabilities, to include whether the item(s) can be domestically produced in compliance with Section 2533a of Title 10 U.S. Code (i.e. the “Berry Amendment”).

  3. Experience garment washing denim shirts or similar garments.

  4. What processes the factory uses for garment washes.

  5. Rough Order of Magnitude (ROM) unit costs for each shirt or lot.

  6. Minimum of sizes required, by units or by weight.

  7. Production ramp-up time.

  8. Monthly production capacity and notional delivery schedule.

  9. Samples of denim wash downs. Firms may request examples of the approved denim.
