The U.S. Army Contracting Command - Aberdeen Proving Ground – Natick Contracting Division on behalf of the U.S. Army Combat Capabilities and Development Command (CCDC), Soldier Protection Division (SPD) intends to procure on a sole source basis under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements – Milliken Conceal® FR Fabric w/ SWIR OCP, Conceal® NyCo Fabric w/ SWIR OCP, Conceal® Laminated Nylon Fabric w/ SWIR OCP, Conceal® 1000d Fabric w/ SWIR OCP, Conceal® 500d Fabric w/ SWIR OCP, Conceal® 330d Fabric w/ SWIR OCP, Conceal® LtWt Fabric w/ SWIR Snow Camo, Conceal® FR Fabric w/ Thermal OCP, Conceal® NyCo Fabric w/ Thermal OCP, Conceal® Laminated Nylon Fabric w/ Thermal OCP, Conceal® 1000d Fabric w/ Thermal OCP, Conceal® 500d Fabric w/ Thermal OCP, and Conceal® Knit w/ Thermal Snow Camo.

The Government has a requirement to procure and evaluate Milliken & Company advanced Short-Wave Infrared (SWIR) and Long-Wave Infrared (LWIR) signature management technology. The United States Army seeks to expand their current signature management capability from Visual and Near-Infrared (NIR) to include Short Wave Infrared (SWIR) and Long-Wave Infrared (LWIR). These fabrics are needed to support the CCDC-SC SPD. Natick Contracting is anticipating awarding this contract to Milliken & Company, 920 Milliken Road M159, Spartanburg, SC 29303. Milliken & Company is the only company that produces the Milliken Conceal® fabric. A Firm Fixed Price Contract will be issued. This is not a request for quotes. No solicitation package is available. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Contracting Officer.
