The Massachusetts Army National Guard (MA ARNG) has a requirement for rental of meeting space and certain associated services for a Yellow Ribbon Event held on 05-06 December 2023.





The MAARNG intends to issue a purchase order to Mother Daughter Contracting Services LLC (Mother Daughter) on a sole source basis in accodance with (IAW) AR 13.106-l(b)(l). Mother Daughter is a service-disabled, veteran-owned (SDVOSB) concern.





IAW 19.1406, a contracting officer (KO) shall consider a contract award to a SDVOSB concern on a sole source basis before considering small business set-asides. None of the eclusions of FAR 19.1404 apply and-





(1) The KO does not have a reasonable expectation that the offers would be received from two or more SDVOSB concerns;



(2) The anticipated award price of the contract will not exceed $4 million for a requirment within NAICS code 722310;



(3) The requirment is not currently being performed by an 8(a) participant under the provisions of FAR Subpart 19.8;



(4) The SDVOSB concern has been determined to be responsible contractor with respect to perform a nee; and



(5) Award can be made at a fair and reasonable price.
