Description

The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Natick Contracting Division, in support of the U.S. Army Combat Capabilities Development Command – Soldier Center (DEVCOM-SC) intends to award a Firm Fixed Price contract on a sole source basis to C-Therm Technologies Ltd, located at 494 Queen St, Fredericton, New Brunswick, Canada E3B 1B6, under the authority as prescribed in FAR 13.106(b)(1). The requirement is for a Thermal Conductivity Measurement Instrument.



The needed equipment, an analytical instrument for measuring material heat transfer properties, requires a modified transient plane sensor (MTPS) with a Trident, whereas other instruments do not have this sensor. The instrument should be a modular system with three different sensor systems that enable the instrument to rapidly test and measure a broad range of materials. ASTM D7984-16, Measurement of Thermal Effusivity of Fabrics Using a Modified Transient Plane Source instrument, specifically requires a MTPS sensor to fully comply with this testing method. This instrument holds an active U.S. patent, which does not expire until Aug 2026. This patent appears to outline the technology to dynamically measure thermal effusivity using their proprietarily designed sensor.
