Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis the purchase and installation for UL 864 listed Simplex-JCI Fire Alarm System (FAS) components for the Natick Soldier System Center (NSSC) Construction of an Unaccompanied Enlisted Housing and Administrative Facility, Building 15 South Wing, at the NSSC campus, located at Gen. Greene Ave., Natick, MA.
This project is an expansion to the existing UL 864 listed Simplex-JCI Fire Alarm System (FAS) to meet code requirements under the code NFPA-72 all devices and appliances that receive their operating power from an initiating device circuit or from a signal line circuit of a fire alarm control unit shall be listed for use with the control unit. The FAS is listed to UL 864.
Installation of non-compatible FAS devices or appliances would violate the fire alarm control systems UL listing and the system would no longer be compliant with NFPA-72 requirements.
In addition, the system may not operate as required during a fire alarm event.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Simplex-JCI Fire Alarm System. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the UL 864 listed Simplex-JCI Fire Alarm System (FAS) is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
