Written proposals addressed to the City Purchasing Department, City Hall, 59 Court Street, Westfield, Mas-sachusetts and endorsed “Elm Street – Bid 23-020” will be received by the Purchasing Department in the Purchasing Office, Room 101 of City Hall, until 2:00 PM, Thursday, March 2, 2023 and at that time public-ly opened and read aloud. Bids received after the time of announced opening will not be accepted.

All bidders are encouraged to view the site but no pre-bid meeting will be held.

The work under this Contract generally includes the construction of the Elm Street Urban Space and associ-ated parking lots, and associated site amenities as described herein.

A proposal guarantee of 5% of the Bid shall be required. Minimum wage rates have been set. Performance and Payment Bonds shall be 100% of the Contract Amount.

The Right is reserved to waive any informalities and/or reject any or all proposals or accept proposals deemed most satisfactory to the Owner if it is in the public interest to do so. No proposal may be withdrawn within ninety (90) days after the actual date of bid opening. Attention is called to the minimum wage rates to be paid on the work as determined by the Commissioner of Labor and Industries under the provisions of Massachusetts General Laws, Chapter 149, Sections 26 to 27G, inclusive. All bids for this project are subject to the provisions of General Laws, (3rd Ed.) Chapter 30, Section 39M, inclusive as amended
