Description:

The City of Westfield the Awarding Authority, invites sealed bids from Glass and Glazing contractors for the Franklin Elementary School New Construction project in Westfield, Massachusetts, in accordance with the documents prepared by Caolo & Bieniek Associates, Inc. dated February 1, 2023. Filed sub-bids for other trades were opened on March 07, 2023, and General Contractor Bids are scheduled to open on March 21, 2023. The General Contractor’s price will be adjusted, based on results of the Glass and Glazing Bids.

Electronic Bids for the construction of the Franklin Elementary School New Construction project will be received by ProjectDog.Com, at the dates and times listed below.

The project consists of the construction of a new 88,495 gsf Pre-kindergarten through Grade 4 School, and associated site development at the site of the existing Franklin Elementary School, located at 29 Franklin Avenue, Westfield, MA. This is a phased construction project which will include razing the existing school building once the new school is completed and occupied by the City.

Prequalified Filed sub-bidders must be DCAMM certified for the trades listed below and bidders must include a current DCAMM Sub-Bidder Certificate of Eligibility and a signed DCAMM Sub-Bidder’s Update Statement.

This project is being Electronically Bid (E-Bid). All bids shall be prepared and submitted online at www.Projectdog.com and received no later than the date & time specified below. Hard copy bids will not be accepted by the Awarding Authority. Bidders may obtain one (1) full paper bid set for a refundable deposit of $500.00 in the form of certified check or money order payable to Projectdog Inc. Bid sets may be mailed for a non-refundable shipping & handling fee of $150.00 also payable to Projectdog Inc. Send request with check(s) to Projectdog Inc., 18 Graf Road - Unit 8, Newburyport, MA 01950. Alternatively, bid sets may be picked up at the offices of Projectdog Inc., Monday through Friday from 8:30 a.m. to 5:00 p.m. – please call ahead for availability. The full amount of the deposit will be refunded to all responsive Bidders who return the documents in good condition within ten (10) days post-bid. Otherwise, the deposit shall become the property of Projectdog Inc.

Special Requirements:
Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive.
Contracts are negotiated by the City of Westfield and shall meet the applicable requirements of M.G.L. c. 149, § 44A (2)(g) and contain workforce participation goals for minorities and women. The contract shall include processes and procedures to ensure compliance with the workforce participation goals, including reporting and enforcement provisions. Workforce Participation Goals are currently set at 6.9 Percent for women and 15.3 percent for minorities.
The contract shall meet the applicable requirements of M.G.L. c 7c, §6 and M.G.L. c. 7, §61(l), and shall contain Annual Program Goals for Minority Business Enterprise (“MBE”) and Women Business Enterprise (“WBE”) Participation. The Contract shall include the processes and procedures to ensure compliance with the Minority and Women Business Goals, including reporting and enforcement provisions.
The Compliance Officer, or their designee, must review and approve all affirmative plans. Bids not having this approval shall not be eligible for award. Contractors or subcontractors found to be in non-compliance after awarding of contracts will be subject to sanctions and penalties under appropriate Federal State Statutes.

Filed Sub-bids: Electronic Bids from subcontractors referenced above, for the construction of the Franklin Elementary School New Construction project will be received by the Projectdog.com E-Bidding System, until April 04, 2023 at 2:00 p.m. and publicly opened forthwith.
General bids and sub-bids shall be accompanied by a bid deposit that is not less than five percent (5%) of the greatest possible bid amount (considering all alternates), and made payable to the City of Westfield.
