City of Lawrence, Massachusetts
Sealed bids for the Lawrence Landfill Cap Repair Project for the City of Lawrence, Massachusetts, will be received at the Office of the City Clerk located at 200 Common Street, Room 107, Lawrence, Massachusetts 01840 until 11:00 AM prevailing time, on May 31, 2023 at which time and place said bids will be publicly opened and read aloud.
The scope of work includes furnishing all labor, equipment, and materials required to make repairs to the landfill cover system at the Lawrence Landfill located at Incinerator Road, Lawrence Massachusetts. The Contractor shall repair areas of settlement and damaged gas vents, remove riprap and sediment from drainage culverts, remove trash/debris dumped in the eastern midslope swale, remove woody vegetation from the landfill side slope, and restore the landfill cover system as required in these specifications. The scope of work also includes installation, maintenance, and removal of environmental protection measures.
Bid Security in the form of a certified check, bid bond, treasurer’s or cashiers’ check, payable to the Owner, is required in the amount of five percent of the bid
The selected contractor shall furnish a performance bond and a payment bond in amount at least equal to one hundred percent (100%) of the contract price.
Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract. The goals for this project are a minimum of 5.40 percent D/MBE participation and 7.40 percent D/WBE participation by certified DBEs. The two low Bidders shall submit completed DBE forms (EEO-DEP-190C, EEO-DEP-191C and the DBE Certification of United States Citizenship form) by the close of business on the third business day after bid opening. Failure to comply with the requirements of this paragraph may be deemed to render a proposal nonresponsive. No waiver of any provision of this section will be granted unless approved by the Department of Environmental Protection (MassDEP).
A Prebid Conference will be held on May 22, 2023 at 10:00 AM at the Lawrence Landfill located at Incinerator Road, Lawrence MA 01840. Bidders will have an opportunity to view the site of the work following the Prebid Conference. Any request for interpretation of plans and specifications may be submitted in writing at the Prebid Conference, or via email to amesn@wseinc.com

All bids for this project are subject to applicable bidding laws of Massachusetts, including General Laws Chapter 30, Section 39M as amended.
Prevailing Wage Rates as determined by the Director of the Executive Office of Labor and Workforce Development under the provisions of the Massachusetts General Laws Chapter 149, Section 26 to 27H, as amended, apply to this project.
The City reserves the right to waive any informalities in bids and to reject any or all bids.
