Category 2: Program Development, Organizational and Strategic Planning Services:
The following is a description of the minimum anticipated scope of services: DHCD received funding in the FY23 General Appropriations Act (GAA) for a new shelter workforce development initiative (see Line-Item 7004-0109). DHCD is looking to better understand the specific workforce challenges and opportunities experienced by the shelter system and be prepared for potential investment in shelter workforce development in future fiscal years. Across both the individual and family homeless shelter systems, DHCD works with roughly 70 different providers who employ more than 2,800 shelter staff. DHCD is seeking Bidders who can provide research, analysis, and strategy development in order to create a report(s) that includes but is not limited to (1) a summary of challenges and opportunities to address challenges for obtaining and sustaining employment in Massachusetts shelter workforce system; and (2) recommendations for a long-term, comprehensive shelter workforce development strategy.
