23-044 - Development of Affordable Rental Housing for HOME-ARP Qualifying Populations

The 2021 American Rescue Plan Act (ARPA) provides $5 billion in ARPA funds to be administered by the U.S. Department of Housing and Urban Development (HUD) through the HOME Investment Partnerships Program (HOME) to address the critical need for homelessness assistance and supportive services across the country.

As a HOME program participating jurisdiction, the City of Springfield has been awarded $6,066,102 of HOME-ARP funds to benefit our community’s qualifying populations. HUD issued guidance for the utilization of the HOME-ARP funds through CPD-Notice 21-10 on September 13, 2021. HOME-ARP funds are a one-time allocation and must be spent by September 30, 2030.

The City has developed a HOME-ARP Allocation Plan to describe its intended use of its funds. The Allocation Plan identifies the following categories and amounts the City plans to fund:

This Request for Proposals (RFP) seeks proposals for development of affordable rental housing that responds to the needs identified in the Allocation Plan. The City will issue one or more separate RFPs for Acquisition and Development of Non-Congregate Shelter and provision of Supportive Services.

FUNDS AVAILABLE
Up to $4,262,797 is available under this solicitation.
Awards made under this solicitation will be funded using HOME-ARP funds. Awards are subject to the requirements of the HOME Investment Partnership Program (CFDA #14.239) as amended by the HUD Notice CPD-21-10: Requirements for the Use of Funds in the HOME-ARP Program and its Appendix: Waivers and Alternative Requirements for Implementation of the HOME-ARP Program.
QUALIFYING POPULATIONS
HOME-ARP funds must be used to primarily benefit individuals or families in the following qualifying populations:
1.        Homeless, as defined in 24 CFR 91.5 Homeless (1), (2), or (3)
2.        At risk of homelessness, as defined in 24 CFR 91.5 At risk of homelessness
3.        Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, or stalking (as defined by HUD in 24 CFR 5.2003) or human trafficking (as outlined in the Trafficking Victims Protection Act of 2000 as amended [22 USC 7102]); and
4.        Other populations, where providing supportive services or assistance under section 212(a) of the National Affordable Housing Act 42 USC 12472(a) would prevent a family’s homelessness or serve those with the greatest risk of housing instability.
PRIORITY POPULATIONS
Among the Qualifying Populations, the City has identified the following priority populations.
1.        Homeless individuals and families as defined in 24 CFR 91.5 (1).
2.        Any individual or family who is fleeing, or is attempting to flee, domestic violence (DV), dating violence, sexual assault, stalking, or human trafficking.

In this funding round, the City will give preference to projects that commit to serving the identified priority populations.

A proposal must meet the following requirements to be forwarded to the Review Committee for evaluation and scoring:

•        The application must be complete and submitted on time
•        Site Control The project sponsor must be able to demonstrate full control of all land and buildings included in the project through a fully executed agreement such as an option agreement, a purchase or sale agreement, or another similar instrument. The instrument demonstrating site control must include a sales price and an expiration date. The expiration date of the instrument should extend at least six months beyond the date of the application for HOME-ARP funding. Ownership of a note and assignment of a mortgage when combined with other factors may constitute full site control in certain limited circumstances.

Questions about the RFP
The Chief Procurement Officer requests that all proposers submit written questions to the Office of Procurement at City Hall, not later than October 10, 2022. Questions may be faxed or emailed. The Office of Procurement fax number is (413) 787-6295 and email Lauren Stabilo at lstabilo@springfieldcityhall.com. The Procurement Office will compile written answers which will be mailed or emailed back to all Proposers who requested a copy of the RFP no later than October 17, 2022.

To maintain a fair and impartial process, the City will only answer written questions. Please avoid private communication regarding this RFP with City staff or RFP Review Committee members during the period from RFP release date through the selection of Preferred Developer. Proposers who initiate private communication or attempt to violate the process outlined in this RFP may be disqualified.

There will be a bidders conference held on September 29, 2022


The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
