The Naval Air Systems Command PMA-265 intends to award a sole source, firm-fixed price contract to Mercury Systems Inc in support of Cabin Pressure On-Board Oxygen Generating System Monitoring System (CPOMS) Cockpit Pressure Altimeter (CPA) Dimming Curve Firmware Update. This procurement includes dimming curve firmware updates for 24 CPOMS CPA (part number ASI9121) units, a drawing update with new part number, new labels for updated units, testing of units to ensure proper curve installation, and testing of 20 additional CPA units previously installed in aircraft. The period of performance for this effort will be six weeks and is expected to be complete August 2023.

The Government intends to negotiate the contract under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. GENERAL INFORMATION: Mercury is the sole designer and producer of the CPA used in CPOMS and, given the timeline to address this issue, is the only entity capable of modifying the firmware of the CPA in the timeframe necessary to support fleet operations.

Any interested party must have the approved facilities and equipment necessary to meet the schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate their ability to perform to the Government's needs within the required response time.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
