Notice of Intent for Hirsch Access Control System





Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, purchase, and installation for Hirsch access control system components for the TIER 3 replacement, Main Computer Room (MCR) at the Veterans Affairs (VA), Boston Healthcare System (VA BHS), Jamaica Plain Campus, located at 150 S. Huntington Ave., Boston, MA.





This project will upgrade the existing Hirsch access control system. All access control devices associated with the upgrade must be fully integrated into the existing Hirsch system. The project scope includes the addition of access control equipment to the existing Hirsch access control system. For the components of the access control system to connect seamlessly to the existing system the hardware and software must be from the same manufacturer.





Installation of any other access control system would result in the inability to manage access and monitor doors from the existing Hirsch access control system There are alternative physical access control systems available. Selection of any alternative would result in the hospital being required to maintain two separate systems resulting in higher costs for the hospital and added training to their employees as to how to manage two systems.







THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Advantor security reporting system. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the Hirsch access control system is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
