The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Natick Division, in support of the U.S. Army Combat Capabilities Development Command – Soldier Center (DEVCOM-SC) TMET, intends to award a Firm Fixed Price contract on a sole source basis to ATI Corporation of North America located at 203 Parksouth Dr., Greer, SC 29651, under the authority as prescribed in FAR 13.106(b)(1). The requirement is for a full coverage service agreement for calibration and maintenance of an Air Permeability Tester, Hydrostatic Head Tester, Digital Elmendorf Tear Tester, and Martindale Abrasion Tester. The calibration must conform to ISO standards as TMET is an ISO certified testing lab. This supports the research and development, quality control, verification, source selection, sustainment, and surveillance of a vast array of items worn and or used by the military. Most of the services, Army, Marine Corps, Air Force Navy, Coast Guard, Space Force and Border Protection, rely on TMET for life cycle phase testing, one or more phases, accomplished with the above listed lab equipment and expect accurate, reliable and repeatable test data in order to properly evaluate their items throughout the life cycle of the item. Proper calibration and maintenance enables TMET to provide valid data for these critical evaluations.

The full coverage service agreement is for FX 3300-IV Air Permeability Tester LabAir, SN 735.04.18, FX 3000-3H Hydrostatic Tester HYDROTESTER III, SN 708.10.05, FX 3750 Digital Elmendorf Tearing Tester, SN 266.08.05, and Nu-Martindale Abrasion Tester, SN 404.01.1017. The service agreement shall cover a 12-month full coverage including one calibration each and one preventative maintenance each and all parts, travel, and labor. The calibration service must also be performed in accordance with ISO/IEC 17025:2017 and the calibration certificates for each must conform as well. Tools and gauges used must be ISO 17025, NAVLAB, SCS or NIST traceable.
