Notice of Intent for American Energy Management HVAC EMCS (Energy Management Control System)





Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, purchase, and installation of American Energy Management HVAC EMCS (Energy Management Control System) components for the TIER 3 replacement, Main Computer Room (MCR) at the Veterans Affairs (VA), Boston Healthcare System (VA BHS), Jamaica Plain Campus, located at 150 S. Huntington Ave., Boston, MA.





This project is an expansion to the existing Advance Switching Interconnect (ASI) Controls EMCS Energy Management Control System (EMCS) type control system and shall be installed by American Energy Management (AEM) out of Westborough, MA 01581. AEM has the existing service contract with the VA hospital and seamless integration requires the existing contractor to install the new Data Center BAS system with the existing system.



The project scope includes the expansions of EMCS equipment to an established existing EMCS system. For the new components of the EMCS system to connect seamlessly to the existing system, the hardware and software must be from the same manufacturer. There are alternative EMCS available but installation of any other EMCS could result in the inability to manage and monitor controllers and control devices from a single interface.





THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Advantor security reporting system. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the American Energy Management HVAC EMCS is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
