Description

Notice of Contract Action (NOCA) 10 November 2022

Air Force Life Cycle Management Center (AFLCMC), Hanscom Air Force Base, MA Operational Contracting Division.

This is a notice of the Government's intent to solicit, negotiate and award a sole source contract to SAE Industry Technologies Consortia, SAE ITC dba ARINC IA.

The Air Traffic Systems (AFLCMC/HBAG) program requires AEEC membership into this non-federal organization, which creates commercial avionics standards. The mission of the Air Traffic Systems (ATS) is to acquire and implement airborne, space and ground-based Communications, Navigation & Surveillance (CNS)/Air Traffic Management (ATM) solutions for safe and efficient flight operations. ATS involvement in the AEEC and the creation of the commercial avionics standards helps the Program Office to better fulfill its mission.

This Sole Source contract with SAE Industry Technologies Consortia, SAE ITC dba ARINC IA, provides the following benefits:

  • Recognition at AEEC-AMC-FSEMC meetings and our website.

  • Voting rights to elect members of the Executive and Steering Committee.

  • Eligibility to be voted to a seat on the Executive and Steering Committee.

  • Influence the direction of focus of the works done throughout the year.

  • Ability to download SAE ITC dba ARINC IA Standards from the website at no additional charge.

  • Approximately 411 standards valued at over $65,000.

  • Ability to download other Industry Activities published information (i.e. meeting and conference reports, draft documents, technical application bulletins, previous issues of Plane Talk and AeroLine, etc.) at no additional charge. Currently over 737 documents collectively valued at over $78,000 and growing.

The proposed contract action is to procure the specific supply for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may submit unclassified responses (capability statement) to this notice by email to Ms. Alexandra Rada at alexandra.rada@us.af.mil and Mr. Christopher Cockfield at christopher.cockfield@us.af.mil no later than 25 November 2022. No other communications will be entertained.

This is not a Request for Proposal (RFP) or Invitation for Bid (IFB); The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information to be solicited. Although

“proposal” and “offeror” are used in this Presolicitation, your responses will be treated as information only. It shall not be used as a proposal. We anticipate a sole source procurement IAW 10 U.S.C. 2304.

Be advised: IAW FAR 52.232-18 Availability of Funds

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
